Regulatory Context

Oregon's Removal-Fill Law, administered by DSL, requires permits for removal or fill of material in waters of the state including wetlands - with thresholds as low as 50 cubic yards. DSL and the Corps jointly process permits in many cases. Oregon also has a Statewide Wetland Inventory (SWI) and requires Local Wetland Inventories (LWIs) for Goal 5 planning, meaning local comprehensive plans have force of law over wetland buffers.
