Regulatory Context
Upstate BAs are bats, bog turtle, and Karner blue. Waterfront and Hudson BAs add NMFS sturgeon. NYSDEC Article 11 take permits are a separate track from ESA §7. BAs that treat the state list as identical to the federal list miss Blanding's turtle, timber rattlesnake, and other ECL species.
